  In 1997, the ‘Ministry of Health and Family Welfare’, Government of India invited TSRD to join their RCH programme. The Government also selected TSRD as MNGO.

As TSRD is an implementing organization, it was decided to work directly through its 10 own project units across Jharkhand, Orissa and West Bengal. Thus, TSRD started the RCH (Innovative) Programme in 1999, as the only NGO in eastern India to work under the Innovative Programme.

As an outcome of the 2001-2002 evaluation of TSRD 's RCH by a Central Government team, the Central Government sanctioned the RCH -1 Re-modified Innovative Programme in 2003 with a outlay of nearly Rupees two crores for a period of 5 years. This project was completed on 28th February, 2006.

The main focus of the Innovative RCH-1 programme were Improvement of IEC and Inter- Personal Communication, Strengthening linkages with the Govt. health facility providers and empowerment of Peoples’ Organizations, especially women.

  Evolution of RCH-II  
  RCH II emphasized on decentralized planning. NGO participation in formulation of need based, focus oriented & area specific plans to reach to un-served & underserved areas and people was welcome.

The present RCH II Project under TSRD began from August, 2006. It covers three island blocks of South 24 Paraganas, viz, Sagar, Gosaba & Basanti .Three different micro plans of the blocks were formulated by TSRD together with the Panchayat, block and district authorities prior to formulation of project proposal.

  The Reproductive & Child Health Project is facilitated by TSRD by Awareness Generation and Behavior Change Communication by developing pressure groups among women and adolescents; strengthening Peoples’ Organization to ensure community ownership of the programme and establishing linkages between Govt. Health functionaries, allied service providers and PRI leaders. Delivery systems for necessary health services to ensure the needs of the community and also to establish a Right -Based Approach among isolated island dwellers.
     
  Goal:  
  To ensure that the reproductive health care services are accessible to all to stabilize population through reduction in maternal, infant & child mortality and morbidity rate at Gosaba, Basanti & Sagar blocks of South 24 Parganas.

Objectives:
   
Bridging the gap between service providers and service receivers through Behavior Change Communication (BCC).
To provide support in the services to supplement the inadequacy in the existing RCH services among marginalized communities of the far flung areas.
Developing indigenous strategy to minimize the factors affecting RCH status among unprivileged community in the backward regions.
